This alternative does not meet the purpose and need requirement. It leaves all issues in their status quo, and would not satisfy any obligations under the 1943 Agreement. This alternative will not satisfy Swain County.

No action will not resolve this on-going dispute. This is acknowledged in the preliminary NEPA documents. “A No-Action Alternative is required by NEPA, but does not meet the purpose of and need for the project.” Preliminary Alternatives Report, p. ii.

We do not believe that the No-Action alternative is a good and viable solution. This approach leaves the issue open for further action in the future and satisfies no one.
