We do suggest that an interpretive center be built between the Park boundary and the tunnel, (with picnic facilities) to further the understanding of the Park - its history, its present day driving/viewing, hiking and camping opportunities, and the master plan for the Park's future. This should provide Swain County with a destination facility for tourism that would augment the cash settlement. In summary, we believe that Swain County should take the proposed cash, and the Park Service should build an interpretive center, as well as continue the current cemetery visits.
I believe the construction of an interpretive center, the ferries offered to families to visit gravesites, and the $52 million in restitution is more than adequate payment for the promise that the NPS made.
