ECONOMICS

The economic status of Graham and Swain Counties is a concern for the project. People feel the economic status of Graham and Swain counties is a result of the amount of land under federal jurisdiction that is undevelopable and does not contribute to the county tax base. Some feel the road would spur economic development, increase tourism, facilitate the timber industry, and generate tax dollars to replace the lost revenues caused by the construction of Fontana Dam and the preservation of the land as national reserves. Others cite the construction of the Cherohala Skyway as an example that a road does not improve the economy of a region. Comments received indicate the costs of cleaning up pollution that results from the road and maintenance and patrol of the road would outweigh the economic benefits of the road. However, citizens feel it would be financially irresponsible to ignore the economic conditions of Graham and Swain Counties in the EIS process.

The summary of public comments was derived from individual input related to the North Shore Road EIS Project. These comments were obtained through transcripts
and other written correspondence collected at the Public Scoping Meetings and written correspondence sent to the Project P.O. Box, the North Shore Road website, the National Park Service, and the Federal Highway Administration.

The tone and content of these comments represent the views of the individuals providing input and do not necessarily reflect actual events and/or factual information.

While a brief summary of unique comments is included, the original statement in its entirety has been retained for record purposes.

Action items requested by the public will be evaluated and addressed during the EIS process.
