NC 28

 
NC 28 is an east-west roadway providing access between Bryson City and Fontana south of Fontana Lake. Some believe that this roadway fulfills the park's obligation to link the two cities as replacement for the flooded NC 288; however, upgrading the facility may be necessary to meet current needs. Portions of NC 28 have been upgraded, as a part of the NCDOT TIP project No. A-9, which consists of widening US 19-74-129 at Andrews to NC 28 east of Almond to a four-lane divided facility, primarily on new location. To date, NC 28 has been widened from Bryson City to a point east of Almond; however, other portions of the project are still under construction. Those that do not believe that it fulfills the agreement that promised to rebuild the flooded NC 288 commented that the road is not intended for commercial traffic, does not provide access to the cemeteries, and it does not produce revenue in the area. Some comments suggested connecting the park and NC 28 with a bridge across Fontana Lake.



The summary of public comments was derived from individual input related to the North Shore Road EIS Project. These comments were obtained through transcripts
and other written correspondence collected at the Public Scoping Meetings and written correspondence sent to the Project P.O. Box, the North Shore Road website, the National Park Service, and the Federal Highway Administration.
