ROADWAY & COST INFORMATION

The road types for the Partial-Build Alternative to Bushnell and the Northern Shore Corridor include the Principal Park Road and the Primitive Park Road .

Principal Park Road
The proposed roadway typical section for the Principal Park Road has a two-way, asphalt surface with two 10-foot (3-m) travel lanes and 3-foot-wide (1-m-wide) grass shoulders. It has a maximum design speed limit of 30 mph (50 kph).

Primitive Park Road
The proposed roadway typical section for the Primitive Park Road has a two-way, gravel surface with two 9-foot (2.7-m) travel lanes and 2-foot-wide (0.6-m-wide) grass shoulders. It has a maximum design speed limit of 15 mph (25 kph).

The Laurel Branch Picnic Area Alternative includes a two-way, paved entrance/exit road to access the day-use area.

Functional Design

For the North Shore Road Draft Environmental Impact Study (DEIS), functional (conceptual) design was completed for the partial-build and build alternatives. In the event that environmentally sensitive areas are found, the study corridors allow room to accommodate shifts in the design to further avoid or minimize impacts. As such, it is important to note that all the roadway design information provided in this study is conceptual and is subject to change.

Functional design is conducted during the feasibility phase of the design and is based on uncontrolled and large-scale mapping. This type of design is also commonly known as a line-and-grade study.

If a partial-build or build alternative is selected as the Preferred Alternative, preliminary design would be conducted. Preliminary design is the phase of the final design process during which a 30-percent plan package is prepared. This package would be used by the Federal Highway Administration (FHWA) to troubleshoot the overall scope of the project prior to more detailed final design. After preliminary design, final design would involve final plans and a specification package (bid package) to be developed for the construction contractors to price and build the project.

The horizontal alignment is represented as a plan view (bird's eye view). The profile view is the vertical alignment of the segment's centerline (side view). This information is being provided for you to understand the roadway information in more detail.

The following map illustrates the study corridors for each of the build and partial-build alternatives. Each alternative is made up of roadway segments as shown by the numbers indicated on the map. These numbers correspond with the plan and profile information for each segment.

Capital Cost Information

Construction cost estimates were developed for the partial-build and build alternatives in consultation with the Federal Highway Administration-Eastern Federal Lands Highway Division (FHWA-EFLHD) and the National Park Service (NPS).

This website has been updated with the tables showing the detailed cost information for each roadway segment for the Principal Park Road and Primitive Park Road types, as well as the Laurel Branch Picnic Area.

Cost estimates were based on many factors such as expected soils, drainage, and geological conditions. Refer to Appendix E – Capital Cost Estimate Assumptions for more information on how the cost estimates for the partial-build and build alternatives were developed.
